Update on Packaging and Packaging Waste Regulation (PPWR)

What is PPWR?
PPWR is a regulation aimed at reducing packaging waste and harmonizing packaging legislation within the EU. This forms an important part of the transition towards a more circular economy and a sustainable future.
What Does PPWR Entail?
A central aspect of PPWR is the requirement for packaging to be reusable and recyclable, and for plastic packaging to contain recycled content. The regulation is expected to be finalized in the EU Council during the autumn. After that, the new rules are expected to come into effect 18 months after PPWR has been enacted, which is anticipated to be in the mid/late 2026.
Impacts and Goals
It should be noted that PPWR will have significant implications for both the packaging industry and society at large. The goal is to reduce packaging waste in the EU by at least 15% by 2040 compared to 2018. The regulation focuses on improved recyclability of packaging, mandatory quotas for reusable packaging, and minimum recycled material content in plastic packaging.
Process and Preparation
Even though the legislation is not yet finalized, the EU Commission, Council, and Parliament reached a preliminary agreement on PPWR in April. Subsequently, the proposal was presented and voted through in the EU Parliament’s plenary session. What remains now is for the Council of Ministers to approve the regulation.
