The Packaging and Packaging Waste Regulation (PPWR) is now approved by the EU.
Posted 2025-01-16In December, the PPWR was approved by the EU and will come into effect once the final legislation is published, which is planned for the second half of January. Consequences and Goals
It should be noted that the PPWR will have significant consequences for both the packaging industry and society at large. The goal is to reduce packaging waste in the EU by at least 15% by 2040 compared to 2018. The regulation focuses on improved recyclability of packaging, mandatory quotas for reusable packaging, and minimum recycled content in plastic packaging.
The PPWR applies to all packaging and packaging waste regardless of material. All products must be recyclable by January 1, 2030. What does this mean in practice?
Requirements for Packaging in Re-use Systems
- 40% of all B2B packaging must be part of a Re-use system (excluding food, pharma, and hazardous goods).
- 100% of all B2B packaging within the same country must be part of a Re-use system.
Requirements for Recycled Content in Plastic Packaging
- Food and cosmetic packaging made of PE and PP must contain at least 10% post-consumer recycled plastic.
- Other PE and PP packaging must contain at least 35% post-consumer recycled plastic.
